i was in a similar position with my WR when he was low 50's [now he is level 60]
i decided to go with an "elusive" build
104 speed [with EQ]
80 agility [with EQ]
63 catching [no EQ]
everything else is first capped
but i already had first step and quick cut maxed at a natural 10 [11 with CE], as well as an AEQ peice with spin [8 spin with EQ]
3 EQ peices and the custom peice is all speed, and the AEQ is agility only
with these VA's: Quick Feet, Slippery, YAC Attack all maxed at 15
running on super elusive & creative route running

although he is the slot WR which helps him be more effective, so i wouldnt reccomend this if u are the #1 or #2 guy on your team. but it is an option

and for speedster, you should have 77+ natural speed, and most people say 70 agility is enough.

other than that, id recommend first capping Jumping, Carrying, Vision, Confidence, Stamina, & Strength [no order] and getting catching to your 2nd cap. then work on maxing first step.
