So my Elusive Back has 79.9 Agility, and 101 SPD... He currently has Head Fake 5, First Step 6, and Juke 6...

I have the 32 Bonus Tokens, would it be better for him to get a piece of Equipment that has SA Bonuses in Head Fake, First Step, or Juke or even Fake %

i'd probably want fake % or juke with an attribute bonus

With that kind of speed and agility I'd go Juke, or if you rolled it, Quick Cut, with 10+ in quick cut you'll pretty much never slow down. And 100 Speed and 80 Agility is a lethal combination imo.
