big boot is a good punting SA. but also, it is twice as expensive to level as the other 2, so that piece will also save you a decent amount of SPs in the future

Yes my K'er has 3(all through equipment) and is very productive on my lvl24 team. Oh, he's only lvl14!

In the description of big boot it says "gains extra velocity when kicking or punting". Seems clear to me that it will help on kickoffs.

you should be able to get 1 piece for each SA and fill them up at the higher levels by the time your player is in his level 50's

Yeah, but speed on a punted ball means the arc it takes is bigger. Faster it goes up, more time it takes to come down.
