For a level 36 he's not atrocious or anything, but he won't ever be a stud. You just have too much inefficiency to make him an elite player.
First thing first, get rid of tenacious and mr. first down and get bruiser maxed. Secondly, spin is garbage for your build, I would drop lower the shoulder too... instead get +% break tackle AEQ, the higher the better. Next, get carrying/strength/agility to 60 (if strength isn't there already). Finally you want to work on speed to 68, after that you can go back and try to take strength/carrying/agility to 68 (in that order IMHO).
You optimally want strength to be ~85-90, speed to be 80-85, carrying to be 60+, agility to be 60+ and stamina/confidence to the first cap would be nice too. Agility is a bit low, but it'll take time to fix your build and agility is about 3rd or 4th on your list to fix.
However you can reach those numbers is what you want to do, be it working on certain attributes or shifting EQ around. The VAs and SAs are extremely important, but only when you have the proper attributes.
I typically take speed to 68 and put +12 from EQ in it, the rest of my EQ goes into strength and carrying. You're not so far behind a good build that you have to retire, but you're giving up about 10-15 in your major attributes and a few points in your minor attributes to an elite build. First things first...your guy is a blocker; not because he's a FB but because your blocking sum is higher than your carrying sum. Forget speed in a fullback, Bort just makes them slow and this guy probably runs like a tank. That being said; your 1 capped on three skills,maybe even 4 get the STR 3 capped first.
All your important numbers are low. Take the EQ off Speed and put it on STR, get his STR up to 80...on next level up single cap Carrying and Vision. Then the chore starts:
three cap STR, then say to yourself Agility means nothing, 2 cap Speed, then 2 cap Vision. Intense train Blocking and Agility.
When you get a chance to swap your VA; you don't have enough STR to run with Tenacious. if you can readjust put your VA into Clutch and get that to 15...then come back and hit Tenacious. Maybe take 5 from Tenacious to Clutch. And get rid of the Scat Back thing...your guy is 5'11" and 22-toad. There's so much NOT Scat that this guy undefines the term. So remove Scat and put that on Clutch. That'll get you to 11 Clutch.
Your man will never be an effective runner. If you can talk the OffCoord into using him against weaklings he'll do okay. You should market your guy as a 3rd down SY back and a run blocker. You'll get more interest that way.
Don't spend anymore Boost on AEQ, save it and use it to Bonus SPEED. You can have enough by game 4 to do a little bit of punishing running.
I ran FB in the day, at best your guy is a 3rd down pass protector, picking up the RDE on 3rd and long. If you can talk an OffCoord into using him, you better save up your Bonus because these numbers will probably get him benched.
I'd consider retiring him and start with a new FB babe.

Even if your FB is a blocker, what the hell good is it to have a guy that gets passed by the HB before he can even get to a Linebacker to make a block?? Seriously, and as you see above a FB can be an effective rusher and a true weapon for an offense.
