Build is important...but most people who know how to build QBs build pretty much similar. Its is not about how you build your QB but the players you surround yourself with, as well as the OC for the team. Settings are important too, but only that they match the game plan that the OC has going. Get a great OC,some great receivers (that includes TE and HB guys), and a great OL protecting you, and you have success.
So if your QB is not doing well, and you have already had people look at your build and they don't tell you that it is TERRIBLE, then you really need to look at the three keys to QB success in order to improve.
