Not gonna get a lot of play on a L9 QB when there will be plenty of L11-13's floating around on the market this offseason.

Yeah, there is just too much working against him. QB position + lvl. 9 is a tough sell for a cap 13. You never know, you could land a job somewhere.

On the bright side, looks like you can play for the Atlanta Samirais for at least a few games in season 11.

Or he could just boost and be level 12. Or find a slowbuild team. Or be a backup. Or find a sugar daddy. (not me)

When you're a QB, in my opinion, 1/3th of the position is advertising yourself. It's like a real world job market... find a way to make your guy stand out. Look through a bunch of minor teams, take notes of those who have only one QB, then ask if they'd be interested in a 2nd. All teams in the minors should have two quarterbacks (if they know what's good for them). PM teams with only one QB and get your name out there.

Having said that though, the odds are indeed against you. You want to make a QB and try to time his departure from D-League so that's he level 13. Be prepared to boost. With how competitive the QB market is, if you're not willing to boost your QB, don't bother keeping him.
