going to slow build a OLB. whats the best way to build him?

However whatever you chose as a focus for your player (Coverage, Hard Hitting, Blitzing, etc) will actually determine how to change this generic build. For example, a Blitzing OLB would want to bring agility to 73 and strength to 61 sooner but sacrificing vision and tackling. A Coverage LB would want to cap speed first and bring it to 73 and vision to 68 by sacrificing strength and tackling to 48. A Hard Hitting LB would follow the steps for Agility and Speed, but would want to bring Tackling up to 68 by putting off Vision or even Strength.
Of course all of this is debatable as there is no one way to build an OLB due to the complexities of the position.

At what point do you start spending your SPs? Is there a certain lvl you should do this by?

For what I recommend, use cap building. So Save SP till you can first cap (48) an attribute. Then you just dump SP into that attribute till you reach the desired level. Then save SP till you can first cap the next, and rinse and repeat.

the only thing I disagreed with is the hard hitting LB. Someone here posted a LB with 90 spd 70 agi 60 str and 85 tackling and it didn't work so well. I am pretty sure you need str>tackling for fumble forcing. I think if 70 is the magic number for a SS as underdog shows with ernham (sp?) then 80 might be the best for a lb considering he doesn't have as much space to gain speed.
