Define "depth" - I'm really not trying to be a nit, but everyone talks "depth" and then turns out they really mean "as deep as you need to get for my conference to look good. Just looking at the Matrix rankings (because honestly no one ranks the top 16 teams of each league by hand), the current ratings for the 17th place in league for CPL, APL, and surprisingly WEPL are all very close:
APL: 124
CPL: 125
WEPL: 126
SEAPL: 127
SAPL: 152
EEPL: 144
OPL: 169
and for completeness, USAPL: 77
Then looking at the top, CPL clearly comes out ahead with Drygerian/Drinkin/Marblehead, vs APL's WWR/LOL/DD/SLS/SISW/Nairobi - significant advantage CPL
WEPL has Bonn and maybe you want to include West Wales/Edinburgh? CPL wins that matchup; I might suggest that APL has a better set of top teams than WEPL (although Bonn is better than all of them)
SEAPL doesn't have anyone at the top of the game right now. Manila Warlords and East St Louis are probably the clear top teams, but they're nowhere near any of the other tops (better than OPL, though)
SAPL has Krazy/Santiago/Manus, which is a step behind CPL but perhaps not TERRIBLY far back - the closest of any of the non-USA leagues anyways. But SAPL clearly loses in the "depth" factor imo.
So, by that criteria, I'd say the leagues go USA>CPL>APL and then you have to decide if WEPL's depth is an overriding factor over SAPL's top of league. I'd personally say APL's close enough at the top with their volume that the depth wins out over SAPL, but the WEPL's top is Bonn by itself for the most part. I suppose you could argue that SAPL's top outweighs APL's depth if you wanted, though. Then at the end you have SEAPL / EEPL (again depth vs top) and OPL at the bottom.
