DE with decent stats this year, would the QB at the snap of the ball be considered far enough away for a closing speed piece to work?

no - other recent posts state that the QB does not act as the ball carrier.

I could help against the run a little bit, as in chasing the guy down after you shed a block and he's downfield, but unless you're one of the fastest players on the defense and they need you to be able to do it, I don't think it's worthwhile.

Is it just me or is closing speed the most refreshed bonus for DE? By far my most passed over AEQ.
