Train STR and CON. WR seems a bit slow for his level. If not done already take SPEED to 68. Vision should be capped now as well to 48, just my opinion

any other suggestions?

Absolutely horrible player. Retire him. He is too slow, not enough catch/jump agil to be a even decent possession receiver. He has 6 first step, but what difference does it make if he is so slow that his top speed can't get any separation .

It is as if you made a "Cookie Cutter WR" But failed miserably at it.

OK Absolutely horrible is a huge overstatement. The build is not that bad. Slow, yes, but certainly not horrible. I've seen horrible builds, this does not qualify. He could spend several levels' worth of SP on speed and get it way up. Vision should be capped and I would train str/car or car/con.
