So i think i messed up by putting points in SA's at such a low level, but I want to try and stick with him and learn off of my mistakes, since he is my first quarterback. If you have any suggestions I would appreciate it,
Thanks,

Well you already know that you shouldn't have laid points in SA's yet, so telling you that you screwed up is pointless.

If you want to keep him you need to put everything you get into throwing and train Throwing/Strength and Throwing/Vision IMHO.

I'd train T/S over T/V 2 to 1 since you put so much in Tight Spiral. Might as well develop a bomb it out QB.

I would suggest retiring him and starting over unless you can find a team, because it is pretty hard to get a team for a level 10 QB. But if you want to keep him going I'd say get vision to 48, then throwing to 60, while working strength and confidence up to around 40, so you can eventually pump some sp there to the soft cap.
If you decide to start over (you'll get the flex) back, try working Throwing to 60, vision to 48 to start, and don't invest in SAs until at least level 20.

He is savable, but he will never be a top notch QB. Your player will be stucky in leagues that he will be the highest level in, or be a back up at best against his own level competition. Its best to start over.

yeah the thing is, he played for a person owned team in the european league, so to my understanding if i retire him i do not get the flex points back.

The owner of the team hired him to get a lot of experience so I could level him up fast but then forgot to give him any playing time . . .

you would get the flex back, unless you boosted, then you get back a percent of the boosted flex.
retire him, and start playing again afresh. you know where you went wrong, so you wont make the same mistakes. it is pointless sitting him doing nothing.
