Yes, he is rather "slow" in terms of his level.

not really slow, but not super fast. You could go with more first step or QC to be faster either immediately after the hand off, or while moving laterally. If speed isn't above the 74 cap then get it there but spending 5 SP for one point of speed is questionable.

That's what I was thinking.... Add a few more SP on QC and FS might do the trick.

speed and agility to 74. eventually, get vision and carrying to 60. then work on quick cut and headfake to 7+ each

what type of back do you want? my inclination would be to say throw a piece of EQ in agility while you work up carrying to 60ish and then come BACK to speed and agility and take them to 74. that would make you a balanced back with elusive tendencies.
a quick fix to make ur guy faster is QC to like 6 and some agility. you're speed is fine, the guy saying its low is wrong.
oh and i wouldn't waste too many SP on FS...i think it has pretty questionable benefit.

i agree... your speed is fine. continue to gradually bring it up through training or VA's if you want. I would get agility up higher- and you definitely need vision to the 2nd cap... its not even to the 1st cap yet.
if he is truly a speed back- dont spend anymore points in strength... its high enough. i would get up vision/agility- that would help his effectiveness. He may not be a 100+ speed burner... but he could elude and still outrun people with higher vision/agility
