If I follow thru and build a speed based RDE, with something like 100 in speed (with equipment), how much agility, vision, and strength do I need to be effective? Would this work?

speed- 100
agility- 80
strength- 60
vision- 60

With this build, which SA's would be the most effective from the pass rusher tree??

First Step and Tunnel Vision are always the desire two SAs to up ASAP, especially with your build.

After that it's Change of Direction and Shed Blocks

shed might be more important than change direction with the change to TV

More like 120+ speed w/ Equipment / 77 Agility / 68 or 74 Strength / 48 vision

You'll run around some LOTs untouched w/ a speed build. The high(ish) strength will break a some blocks as the LOT is backpedaling.

"Pass Rusher" will give you approx. 120 speed / 105 agility / 95 Strength on 3rd and 4th downs later in the career. That V.A. is really the reason why Speed DEs are still worthwhile sacks wise.

This is probably not what you want to hear relative to personal stat pumping... but get your DC to set you out wide, rush on elusive & get the FS to blitz through the enormous gap that you'll make for him. You won't get as many sacks as a well built agility DE, but your team will be better because of you - which should be your goal anyway.
