We do know- FS. All they did was improve the best WR SA by adding an increase in velocity to give more benefit to the high agility guys in addition to the acceleration boost. Win for everyone, will speed WRs be OP though?

I'd go with FS, it gives your speed an additional boost. Its like having a jet with better afterburners.

The only downside to FS and advantage to RR is that FS isn't always active and RR is.
Does RR continue to be effective when your WR is @ 104 speed, 73 agility? It' says it's important for WRs that are not fast or agile, what does that mean...? I've got 2 in RR & 5 in FS, I just boosted do looking to possibly invest there...

Yes Bort just made a change to First Step to fire or be noticeable for the higher agility players. Before it was almost non-existant with high agility players. So season 10 First Step will be better than it ever was.
