I belong in the top 128 teams, but not the top 32 because I lost in the first round.

Winners of all leagues advance to Pee Wee Senior (Pro, Expert, etc.) (25 teams) the other 7 teams draw from the losers of the championships randomly. If any of those teams have not renewed for next season, they will be dropped to the bottom and the other conference champions will have a shot at getting into the Senior league.
Once all 32 spots are filled, the Pee Wee Junior league is filled. This consists of the teams that made it to the conference championships, followed by the teams that lost to the league champions in the conference championship game, followed by the teams that lost the conference champions on the other side. 4 leagues * 32 teams = 128 teams. These will continue to be filled by random lot from those teams that made playoffs and have renewed their team for another season.
Pee Wee Sophmore (6 leagues * 32 teams = 192 teams) will be filled from the remaining playoff teams and then from the best records in season from those signed on for another term. The remaining teams will make up Pee Wee Frosh (again, I don't care what the leagues are called), which by my calculation will be the sold off teams, non-renewed teams, and the lowest ranked teams from the previous season (25 - 11 = 14 leagues * 32 teams = 448 teams).
This will be the first shuffle. The next years standings will go like this:
Top 16 Senior teams remain in senior (if any of the playoff teams do not renew, then they are dropped to Frosh and will NOT be filled by existing senior teams). The bottom 16 teams from Senior drop to Junior to fill the 16 teams from Junior that rise to Senior.
The top four teams from each Junior division advance to Senior. If any other spots are open in Senior, they will be filled randomly from the league champions of Sophmore and then playoff teams from Junior.
All teams that made the playoffs in Junior will remain in their division, while all teams that failed to make playoffs will drop down to Sophmore. The top teams from Sophmore will be brought up to fill Junior. All teams in Sophmore who failed to make playoffs will be dropped to Frosh. These positions will be filled from Frosh League and playoff teams who are renewed for another season.
