What levels?

Based on the info provided, #1 by a long way. Neither one of them should have been investing in SA's at this point in their careers...

its not a huge deal Puma. Thanks for your opinion though. I was just told that my RDE (#2) was unquestionably worse than that of #1.

If for no other reason than you wasted a full boost's worth of SP's on SA's long before you should have.

Perhaps the second has an AE or two and CE and the first one doesn't. There's no way to know how much either has spent or which build you should save without knowing base attributes!
