I just made a RB and I want to make him a speed back. Can anyone give me some tips on what attributes to raise?

A speed back should have far more than 68 base speed, even power backs aim to have 68 speed eventually.

So you would continue spending skill points in speed until it hits what?

I've got a PeeWee back that I'm planning on putting every training SP into speed. Forever*.
*7:1 cap (6 level SPs + 1 from BT).

I don't agree at all. You can do that but it will take you two seasons of sp's to get it that high. You will suffer in other areas. I 68 capped speed with my speed back and now at lvl 22 with EQ he has 88.86 speed and by lvl 24 he should be at 93.

Do you still keep adding to speed even when it begins to cost you 2 SP's per increase?

i went straight to 80 on speed and i dont regret it a bit. you maybe right about the first season or two being a bust. i got lucky and got on a casual team that didnt care about winning and allowed me to train at my own pace. i currently have 110 speed and by the time im lvl 48 with equipment and natural gains i should have 120 speed without investing a single extra point into speed. here is my plan on how to build a speed back. take my plan with a grain of salt im no so called expert. although i do have a lot of experience with builds.
- train speed and agility. save your SP's until you can soft cap speed at the first cap.
- once speed is soft capped. switch training to agility and vision keep training this combo until you reach 34 SP's in agility. There was a post done a while back that showed no real benefit from training past 34 SP's. Although controversial anything past 34 is probably a waste of points and can be invested more wisely other places. if you dont believe that 34 and beyond is a waste get these higher.
- train strength and carrying to both 34 SP's then move on to the next skill set.
- i decided to then train catching and vision since i plan to be a scat back. if you arent going to be a scat back you can train the remaining random skills like stamina or confidence if you havent done so yet.
- get speed to 80 SP's (this took me a few days shy of two full seasons from my players creation date)
- once speed is up to 80. start dumping points into agility. get this high as you would like. ive seen agility low as 60 work on a pure speed back. but at higher levels i dont think this works too well. i think the ideal agility is somewhere between 68 and 74. i currently have 68+ agility and plan to get it somewhere closer to 74 and then forget about it. i currently have 69 agility coupled with 6 Quickcut and 8 firststep i dont have "too" many problems moving or changing dirrenctions. but i want to see if i can do better. i plan on something "close" as posibly to 10-8-10-5-0 but anyways just invest in agility accordingly to you playing style, advanced gear, and expected roles on the team.
- at this point your two main stats are complete. you should have strength, carrying, vision, catching, maybe confidence all trained up to 34 SP's or so. some of these will be higher due to natural gains. start capping these off. the order you cap these off is up to you. it should take you a season or two to cap everything off.
- at this point you should be investing in advanced skills if you havent already. Quickcut, headfake, some first step, maybe juke. get advanced equipment in QC, first step, head fake, or juke. i invested a few points into advanced skills as i went along. probably wasn't the most efficent way to go about this but it worked for me.
- after you get everything soft capped. go back and finish off your advanced skills or double cap skills of choice. maybe st, carrying, vision, depending on your needs and playing style.

Depends on how quickly/efficiently you can get there, but it's not a bad idea to spend at 6:1
if you do that you don't want to seesaw, just take speed up and ignore everything else.
