i went to my last team thinking it was lvl 13 capped, but it ended up having some lvl 25 guys on opposition teams, meaning that my speed was useless against players 15 levels above me!!
i am very active, and i own a team and GM a couple others, so i know how things work... just shoot me a PM and leave a quick note here and ill prob get back to you within 12 hours
