If i have a lvl 1 linebacker and i roll a 15 speed/strength/tackling and i give 5 to each so its 20 tackling, 20 strength, 20 speed, and about 13 agility, 12 stamina for a lvl 1 OLB is that good?

That would be good - for now. But you do need to consider how your player will look in the future. You level up quickly in your first couple seasons, then you don't level up nearly as much. You just might have a player that dominates for the first season, possibly the second. But then people who are slow-building will catch up to you, and by your fifth season these slow-builds will start to dominate you.
Learn what slow-building is. If you don't understand the match and how it works you could make some bad decisions. Many players think you simply hold on to points and then spend them all at once but they don't understand when the optimum time is to spend the points. Those that don't understand this lose any benefit they could have had by slow-building and wind up with mediocre players.
