I did, but only one as an experiment. I think next season I'll try possibly more as I liked the results and the build I put together for him.

I built strength and blocking WRs in season 7 and they were awful. The WRs that didnt have those attributes seemed to do about the same.

Not true. I built two of them last season and they were extremely useful. They were pancake machines on the outside against CBs on my QB rollouts, they were able to break tackles on the screen pass, and they were excellent downfield blockers on TE crossing routes later in the season.
Your problem is that blocking isn't really required for run blocking. Strength, Speed, and Agility.
I also used my pass catching HB as a WR in five wide situations and he did great. (I lined up my Speed HB at HB1, Power and Speed Hybrid at HB, and Pass Catching HB at HB2 and WR5. I'll dig up some highlights someday if you are interested.
And it looks like all of my WRs are just called retired player now, so it is going to be a bitch to figure it out.

I built him awhile back as a STR KR build. He's been solid, not spectacular though.

all of our WRs I guess u could say are STR oriented, and they have wrecked all season so far... even using a power back at WR to get him max exp for the playoffs, he has done exceptionally well, 23 pancakes in 2 games so far...

Why would you make Strength WRs?! Surely you would make several Strength TEs and play them at WR as i have done?!
That way you get a better natarul increase, and dont have players complaining about having to make a Str WR?! And you have a better role and then they can play at TE to. The possiblitys are endless. Strength TEs FTW.

I built one for a completely run-first pee wee team.....( if they all aren't)
http://goallineblitz.com/game/player.pl?player_id=1373056
9 off the league leader board with 39 pancakes so far.....
2nd on the team in receptions
1st in yards
2 TDs
and 19 yards per reception...(albeit not too many catches)
He does what was designed for...opening up the corner.
Strength half way to the 2nd cap.....training speed/agility....and by the end of the year he should be a passable receiver.
When he does get the ball....CBs have a very hard time tackling him.
Pee Wee passing is horrible anyway, so most Pee Wee receivers are worthless.....and he could actually turn into a quality receiver next seasons.

My WR is built for the same purpose zyme has suggested; to seal the edges for outside runs. As an added bonus, the above highlight shows what he can do with the occasional screen pass...of course that is just a bonus and my plan all along was to recycle him at the end of the season.
