Yeah, I would retire him.
If you want to create another NT, I would recommend waiting until after the last regular games of the season to create a new one (which gives you the whole time through playoffs and the offseason to train without worrying about leveling up, so you get the most training time in), then get the highest strength roll possible with all 8s in the useless stats (kicking, punting, etc...).
Save all of your SPs (don't spend the 15 you start out with) until you have enough to get strength to the first cap (this will happen at level 3, possibly even level 2), training strength / tackle on intense, then dump your SPs into strength. Once you get strength to the first cap, switch to training agility / tackling and keep dumping all your SPs into strength until you get to at least 73, but I would go higher than that. I did for my NT, who now has 84 natural str at level 24.
Then you can work on capping agility, which should be trained into the mid thirties or more by this point, and your tackling will probably be in the high 30s or low 40s. Then you can go from there with a pretty solid base established.
Oh, and I would recommend turning in your 4 bonus tokens each time you get them to get extra SPs during at least your time of getting strength to the point where you would like to stop (73+). You'll want to save bonus tokens to go into AEQ upgrades later, but I think it is the best bang for your buck to wait on that in your early levels because it is more important to race to the caps while you are still getting big level up gains in my opinion.
