If you are not using the basic AI and using the HB settings of Basic, Play Default, and Pass Blocking - What is the difference between Basic Setting and Play Default? (sorry for the typo)

In the first part of tactics, the basic tab, the percentages from there are used to filter what plays the AI will call. Play default just uses any playand has no filter.
Ex: having a 100 on having Hb pass block will make the AI call plays that only have the HB blocking.
