I just roll a +3 vision / +1 Shock Block SA for my LB (playing MLB), the +3 vision seems itersting but can the SA be usefull or should I just ignore it and continue rolling ?

Continue rolling. There are tons of other useful SAs out there. (Blitz, First Step, Superior Vision etc). Its not worth wasteing money on Shock Block. It does nothing.

what about for a MLB that can play OLB

+3 jumping +1 Big Hit

or

+1 vision +1 Super Vision

or

+2 stamina +1 Monster Hit

what's the better CE tree purchase; Hard Hitting or Pass Rush?

any of those could be ok, if not idea. but they all represent a certain way of building a LB.
