I am starting to get into defensive tactics and wonder how often CB can get away with blitzing; am also curious what build would best suit a blitzing CB?

How often you blitz depends on a lot of things.. If you put an extra CB on the field, you can blitz every time.
As for the proper build, basically the same build you'd want in a KR/PR will work for a blitzing CB just as well.
