The agent of my K and P needed to retire his players after the season so i created my own K and P. The roster is pretty much all L13/14 so i guess the question is, is it worth it to boost my L3/4 P and K w/ S8 boosts to "catch up"? Or should i just move forward with them slightly behind the rest of the roster? (Altho the P may eventually catch up with the accelerated level up).

I wouldn't boost them. You get so much XP at levels 3-4-5-6 anyway, that you'll be fine.
My level 35 team lost its K a few seasons ago. I grabbed a new K and he's nearly caught up, from all the XP they get. Plus, once you're level ~25, you're doing fine anyway
