I have a level 10 RB available. He started coming along nicely later last season once he became the starter. I think there's plenty of potential. He's a speed back, so he might fit well into a 2-back setup with a power back. I do believe he is capable of starting, but it's not a necessity at this point. If interested, send a contract offer.
