Which is best to stop this?

It depends on what play out of the Strong I you're intending to stop (limit). If you're talking about the slam and/or an off-tackle run, I like to play a 4-3, cover 1, short, strong shift, blitzing the SS, MLB and CB2.
That may change depending on what else they do out of the Strong I though.

If they mix it up and have a passing play in there, the TE or WR2 will be wide open.

Not really an easy way to stop it from what I see. Probably will get nerfed anyway.
