Why is he a 1.6 million dollar man? EQ. Old team was kind of dirt poor. Got 4 pieces of 400K EQ. That is really my only concern for my player, seeing his needs are met.
If you can provide that up front he really doesn't care what situation your team is in.
Seeing as that seems unlikely, for the rest of the teams there are a few requirements. Starting job is locked up is a must. Have fantastic pump fake so you don't need speedy WRs. Other than that it will be a simple matter of shortest contract/biggest payday.
