When slow building should you level up each season or how does it work?

Slow building is just holding onto your SP to maximize your training benefits. Some slow build teams choose not to boost (I think that's what you're asking), but most do boost. Just wait until Bort announces the last day to boost for the season and do it then.

If money is no object, you should boost 3 times on the last day of every season, and start any new characters on the very first negative day.
