You are not wearing your gloves....and you don't have custom equipment on.

Getting those would be my first priority. Just my 2 cents.

are you gonna stick with a really high strength build?
it'd be really interesting to see if he can maintain that level of success as defenses become tougher.
i also have a low level QB and i'm leaning towards a high strength build

I will be definitely regarding strength as more important that vision. Strength QB's can definitely beast at a higher level of competition. Take this QB for example:

Strength is higher than even throwing is and he pwned Oceania AAA while on a losing team.

(sorry, I wont share his build other than to say his vision is much higher than strength...but throwing is highest)

All that while having the following record since he started:

season 3 = 8-0 Western Conference Champs
season 4 = 12-4
season 5 = 14-2 League Champions
season 6 = 13-3
season 7 = 8-8
season 8 = 12 - 4

And he has led Canada AAA#1 in passing the last two seasons and AA#1 the year before that. He even put up huge numbers against the top teams in the league during what many call the seasons of the running game.

Confidence > Throwing > Strength > Vision, but they all should be pretty close, and your equipment should be on throwing. Vision is a 'bare minimum stat' - once you have enough that your QB is doing everything he's supposed to be, you won't see any benefit from adding more to it. Strength and throwing you can be a bit more liberal with, but they don't make a huge difference. The most important aspects of a QB's build are his specials and confidence, both of which are vastly underrated by nearly every QB agent in the game.

(I also won't share his build except for the information above, and the fact that throwing is his highest as well, but only if you include equipment)

Season 2 15-1, Western Conference Runner Up
Season 3 16-0, Western Conference Runner Up
Season 4 16-0, League Champions
Season 5 13-3, League Champions
Season 6 16-0, Western Conference Champions
Season 7 10-6, League Champions
Season 8 10-6

Season 8 was in USA Pro League, where he lost in the first round (42-30) to the Wolfpack doing SI Slam 90% of their plays and scoring TDs on every possession because of it . He accumulated enough yards and TDs in that one game to lead USA Pro playoffs through all four rounds, and he led the Western conference in TDs and was 3rd in yards with the fewest attempts of the top 3 qbs. (over 100 less than the number 2 QB, over 200 less than the number 1 QB).
