What do you feel are the best attributes and VA to have to get a higher number of INTs? I was thinking Ball Hawk...

it depends on a number of variables; the most important being how often your corner is even thrown to. let's not forget the quality of the teams you will face.
from my own research, i believe that the speed/agility/vision major stats are paramount. it doesn't matter what your catching is, or what your ball hawk ranking is if your player is not even in position to make an interception check.
my strategy is to concentrate on speed/agi/vision while ensuring your jumping is relatively high. as such, VAs such as quick and track star are heavily favored by players. i've read positive things about ball hawk but i don't think too many players would choose ballhawk over track star/quick as your primary focus. ball hawk would make more sense as a "perk".
i'm starting to see that even though i'm starting at cb2, i'm still not being thrown to very often. a lot of teams so far seem to force the ball to their WR1 as if there is a significant delta between the abilities of the receivers. i'm starting to value PDs just as much as interceptions in a sense.

you also have to make sure you're not being outleveled byu the WR and QB by too many lvls. if my team isn't going anywhere in the season i switch my tactis from close/semi aggressiv to medium/aggressive so i leave my man a little cushion ad then jump for the INT but i end up with 60 PDs and 4 ints

Have any of the above agents invested heavily into ball hawk with their CBs? If so, they might be onto something as their CBs don't have many interceptions.

no but it sounds dumb. It only helps after a tipped pass. if I deflect a pass I tend to hit it pretty far away. at higher levels WRs dont bobble passes so much either.
