My testing shows str has now play a bigger role in the DE effectiveness, so I would try to cap str as soon as possible.

Also, vision seems to turn from a minor attribute to a major attribute that has correlating effects to many aspects of the DE performances, so I would aim to cap that as high priority as well.

Finally, at lvl 23 you should start to shop for some nice AEQ to help your SAs or find a unique SA like Blitz to differentiate your DE from the rest of the pack.
