what number of kicking and confidence do you look for in a kicker roll? the best kicking roll ive seen so far is 23, but the other stats are too high.

Six 8s, that is a good kicker roll. I never look at confidence and kicking.

Five 8s is fine too. I'd say the most important thing is the kick score because thats what determines if you softcap kicking at level 2,3,4, or 5. I'm willing to take a 9 in say blocking for a high kicking score.

If I understand correctly to slow build him I want to just normal train his kicking correct?

Correct, and you cap it with SP as soon as possible to gain the highest amount of automatic leveling bonuses. I'd take it one step further and do normal training + training bonus instead of shopping. It gains 3-5% which may come in handy in the future.
