Not sure how the vision check works.. Ive seem replys where my guy seems Slooooow. And others where I'm a bat out of hell(fast). Is that the Vision check in and out of effect?

Yes. A poor vision DE, in the new algorithm, will simply hurt the DE's chance of getting a good jump. Hence the idiom "my DE is having tea with the OL!" Higher vision, with good builds elsewhere, has proven to give the DE more changes at shed blocks and get quality sacks. But unfortunately many self-proclaimed veteran expert here still don't believe this is the case, and still want to do things the "old way" - and of course when they don't get the results it's "Bort sucks"
Also, go with Jump the Snap. +1% isn't going to all of a sudden make your DE a penalty machine, but +3% in jump the snap will do wonders. Even at say +15% jump the snap vs. +5% encroachment chance is worth it.
Of course something else these experts don't want to hear, you can simply work up your confidence to off-set the change of committing penalty.

But you can make some educated guesses at how it should affect things.

Well, you are free to bury your head in the sand while the rest of us make decision based on educated hypothesis. Some people are leaders, and others are followers. Will leaders always succeed? Of course not, but why would anyone doubt the effectiveness of a VA that gives a huge boost to an important trait?

Huge boost?
I assure you if your vision is merely capped, since that's what you consider "high" apparently... that the VA wont do squat for you. You're going to need a lot more vision than that... which isn't necessarily a bad thing either.
