One is a NT and the other DT. These are my friend's and I have never built a DT before, so clueless.

1st one i'd say no. agility and strength are both very mediocre. if theres a chance, its to concentrate equipment on one of those attributes to make him good at something. if it already is concentrated, i'd say hes done.
2nd one could be okay if you never put another point into vision or confidence and put probably every SP you get from here on out into agility. i'd definitely rather have the 2nd one

Wow, kinda harsh. What went wrong when he built it? What SHOULD his build look like instead?

What's the point of jumping for a DT? Is it effective at all?

Diving tackle radius is based on jumping.
