My own level 38 receiver looks just like that, without equipment! with more catching and vision and 10 more agility, and I am retiring him because he sucks.

Some players are stupid enough that they think cash should be the standard by which they choose teams; Owners buy into this and offer them large sums. Then we get idiots like these demanding salaries they likely couldn't even spend unless wasting on multiple AE pieces.
