Warrior General Games

The description for the SA doesn't really say what attribute it works off of. Is it strength based, confidence based, etc?

It is under Power Back SAs, but that doesn't guarantee it's based no strength... just curious of everyone's opinions.

I would guess it's probably based on Strength and/or Carrying. Another option is that it might not be tied to an attribute and just give you a flat +% chance per level (very unlikely, but possible).
