This has been confirmed by Bort that they are both the same thing.

When you reach your ninth season or so you will have this SA up to 5. Enough to have an impact but not a huge impact. Before it reaches 5 it will have a little bit of impact, but not much. At least you have a regular attribute that will be enhanced, as with any equipment. I think you can do much better. Quick Cut/Change Direction will have more impact for fast players. As a general rule linemen don't run very fast, not necessarily because they are slow but because they play in tight traffic and they don't have much distance to get up to speed. This SA won't put rockets on your shoes to help you get up to speed quickly, it will only prevent you from losing speed you already have - not a bad thing for a DT but I question it's value.

Well, I would assume if you get an SA on a piece of AE you'll try to find a second piece of AE with that same SA on it to get that out-of-position SA higher. I know that I'm looking for a 2nd piece of blitz AE right now because my DT is level 35, he'll get to level 41 next season which is one normal equip upgrade but if I train on intense at every opportunity I'll have ~19 bonus tokens (full season + off-season training) which is almost 2.5 upgrades. Then the next season I'll get up to level 46 which is 0 normal gear upgrades but I'll once again get enough bonus tokens for ~2.5 upgrades, so getting an out of position SA up to 8 isn't a far fetched thing in my mind.

I suppose if you want to spend that much time shopping it would be worthwhile. For most of my players I have felt lucky to get any decent equipment after numerous shopping trips. I can't see counting on getting two pieces of the same SA without doing a ton of shopping. Should you really count on getting that lucky? And the more you go shopping the fewer bonus points you will have to actually upgrade the equipment.
