Is their settings that allow one back to be used on short yardage and inbetween the 20s? If so what should I top my speed out at if that is my goal?

If you're going strict short yardage, I'd think clutch would be beneficial as well.

ya put him in the rb 2 slot and make plays in the a.i. just for him. It could work nicely. and all backs need speed no matter who they are, for the most part.

May be hard to get max xp as a short yardage back.

On short yardage plays does the HB ever make a cut? Basically I want to know if the HB takes the ball and runs straight into the line every time.

A GM/Owner will have to put them into a RB1 or RB2 slot for special situations.

"Clutch" is the do all VA for 3rd/4th downs, but there are no specifics.
"Short yardage Monster" is too avoid a TFL.
"Tenacious" helps to fight a wrap up tackle.
"Goal Line back" only works inside the 5 yard line.
"Mister 1st Down" gets a 3% per VA of being awarded 1/2 yad when near the marker.
"Bruiser" at 15 gives you a 45% chance of breaking tackles.

Kinda curious why the Bruiser VA has not been mentioned?

Just noticed you asked how much speed...
for a downhill runner probably at least 10 or more faster than your fastest lineman, depending on level.
You don't want to linger in the line too long.
You will need Agility to get up to speed faster though.
"First Step" SA can shoot you out like a rocket when it engages.
