+3 jumping
+3% break tackle

is break tackle activated by strength or agility ? or both ?
If its strength, then its not much good for me. Im low strength.
If its agility then it might be pretty good.

Does agility factor into break tackle or does it just help you to avoid the tackle altogether ?

I would guess break tackle is mostly strength related.

I think % break tackle for a receiver is just about useless unless you are strength based or your WR already breaks a fair share of tackles.

Nope agility works too, you can break tackles with elusive running style even using spin SA for example.
Take a look to the slippery VA to be convinced of that.

My lvl 16 HB with no strength has already 10 broken tackles.

Tough to answer OPs original question as Bort hasn't confirmed anything, but here are the facts:

Strength is used to break tackles.
Spin is not classified as a fake
Spin requires agility to trigger.

Assumptions:
Spin must be assumed to be a break tackle mechanic for WRs since Bort has explicitly said it isn't a fake, unless there is a third elusive mechanic to go along with strength/break tackle, agility/fake and perhaps agility/spin? If there were a a third tackle avoidance mechanic, I'd hope it would be vision based, but nothing points to a third mechanic and thus spin should probably be classified as break tackle.

From what we know at this point in time, I would love to see a high strength, high agility guy with 10/10/10 in HF, Spin, Juke and Lower Shoulder/Stiff Arm AEQ.
