Should I softcap it? I was under the impression that it wasn't as important for DTs as it was LBs/DBs so I've let it go for awhile, but my DT still is not putting up stats. So I was wondering if that's the case...

We need a better idea of his stats before we can really give a good suggestion. I would say that if you're not getting any production then soft-capping vision won't solve the problem. Soft-capping vision will simply help you improve on an already functional pass-rush.

DT isn't really a high stat position, at least in terms of sacks. If you're blocking up the middle you're already doing your job.

Vision helps with getting off the line quicker. Low vision will cause delays at the snap and youll never get sacks if your twice as slow as the Olineman after the snap.

Plus, with getting off the line slow you tend to get pushed around by the Olinemen. Vision helps stopping the run.

I mean, he's had between 13-17 tackles each season, only 7 hurries in his career and no sacks. I don't think it's a str/speed/agility problem because they're all at the 3 point cap. Which is why I'm guessing vision.

This isn't really true. It's probably easier to get sacks as a DT than as a DE right now.
