I don't know why you'd create a player before you had an idea where you'd go with him...
Slowbuild speed to the third cap, agility to the second cap, and vision to the second cap. That gives you a good base for your SS and leaves you a bunch of options as to what to do afterwards.

So you're suggesting that a d-league SS pumps every SP he earns into speed until level 13, and not touch anything else? And somebody will hire him?

I think someone will,
I personally like to soft cap speed, then agility, then bring speed to the 3rd soft cap. This way I get the most out of my speed.
You may have more speed in the long run by taking it all the way up first (like 2-3 more), but you will be more effective earlier in your career.
