I wouldn't buy it for my pocket QB.
Have you set scramble to "often" very much in the past? When I have set it on my pocket passer, he only occasionally scrambled, probably once or twice per game on average. Sometimes he might scramble 3 times, but just as often he wouldn't scramble at all in a game. I'm not really sure how many passes are thrown from outside the pocket either, but I suspect it isn't too common for a pocket passer (hence being called a pocket passer).
The last thing to consider is that Demoralize is chance based, it doesn't work every time you scramble or throw from outside the pocket. If it only works sometimes in those situations and those situations rarely come up, then you could play entire games without it working. You could put points in the SA to help it fire more often and increase the penalty to the defense, but it is the last SA in the scrambler tree so it would pretty expensive and probably not worth the effort unless you plan on transitioning to a pocket passer build.
