Say i want to put a certain play against standard I formation only for the 3rd quarter and thats the only play i have in the Override. Would it even override my Strong and Weak I plays?

You can verify this by using the "Test Defense AI".
It will go through all 3rd Qtr inputs and if it doesn't find a match there goes to the non-quarter specific inputs and if it doesn't find a match there will use your basic game tactics.

Exactly. In order to just override a "any I" play, you need to set up all I-form inputs and outputs twice (weak I and strong I just exactly the same as normal, then any I for the special play).
