I am a level 17. In front of me is a level 21, 21 and 20.

Even being the lowest level last season I led the team with 58 receptions for 667 yards and 12 touchdowns, but had 17 drops.

I was thinking just boosting all 3 now, capping agility and catching. I will level up after one or two games as well.

no, too early at your level. keep training vision and confidence to help with the drops and wait to boost til the end of the season or at a critical point late IF need be.

When I level up next should I cap agility or put it into catching?

Don't boost until the end of the season. The higher guys may boost as a result and then you are right back where you started. You'll be better off in the long run if you boost at the end of the season. It sounds as if you get playing time, don't lobby for a starting position, but do nicely ask your owner to try and get you relatively even play time, even if it means special teams. If you softcap agility and catching next your shouldn't drop as many passes and thus won't be a liability.

It's silly to me that an owner would hire a player and then not give them good playing time.

Play wise in this past scrimmage two WRs had 60, one had 57 and I had 54. So it's really even, am on special teams for the scrimmages at least too. Hopefully I level up after game 1 so I can get my agility capped. Most frustrating thing is him not be able to turn a corner, just runs out of bounds lol.

Yeah. Even the good owners can lose track of a player though.
