What is considered "adequate" speed for a MLB? I don't have any experience with LBs, but the plan for mine is a MLB with high agility and vision. But without enough speed to get to the play he'll be useless. I know a high agility/vision MLB isn't a new idea, so I'm looking for help from any of you that have done it.

Really, you can get away with speed that low? That's like d-league, slow motion speed. That doesn't seem possible.

Just keep AGI and SPD in a 1:1 ratio and you'll be fine. You can even have more AGI if you prefer, maybe at a rate of:
Agility = Speed + 5
Agility = Speed + 5

^^^ This is a great rule of thumb ^^^
I prefer more agility than speed, esp. for MLB's, but at the very least in a 1:1 ratio. Remember, you're expected to cover the middle of the field, where HB's, TE's, and slot WR's roam; you're not expected to run down the Speedster WR.
