A speedster without speed is just a ster.
You have invested in speedster SAs so you want a speedster or an elusive agility guy. You don't have enough speed yet to be a speedster or enough agility to be elusive.

Well, his build obviously isn't complete yet, considering lack of speed (need a lil more) and speedster SAs are hardly invested into yet. Con is a little high, but there's nothing you can do about that...
Once you get speed to the magic number, and speedster SAs to or near 10, I'd raise jumping to the first cap.

so I should invest my points to speed I see. Is he worth keeping or should I retire and try again?

It's not really a bad build, just not amazing. No need to retire.

I'd say you need two things. The higher speed is the first thing, 90+ with equipment.
Second thing would be more of the first two SAs in the speedster tree.
But I'd do it in that order.

2nd cap speed
2nd cap agility
3rd cap speed
SAs
maybe do the SAs before 3rd capping speed...your call
