Vision. Not even close. Vision is much more useful that tackling. Next I would work on jumping. Tackling isn't important at your level.

IMO you should train the lowest one. Vision is more important, but at your level you want to have your basic skills up to a decent level and you get better gains with lower skill levels.

I agree. Train vision and put your SPs into agility until you reach the soft cap. When you start adding SPs to vision, train jumping until you reach the level cap for vision. Then put your SPs into speed, agility and vision until you reach the 2nd level cap for those skills. You can still get good value out of training until you reach the mid 20s for the skill. If you get jumping to the mid 20s by training, then you can begin to focus on other skills like tackling and confidence.
