I have mine at around 30 for all my guys, but i've never put points in it. I just train it up once in awhile. If i miss a couple tackles i'll train it some more.
It depends where you are playing. If you are going to a level 13 capped league, I wouldn't worry about it. I didn't put any points into it or train it my first season in a level 13 league and only missed 3 tackles (I was only level 11). Your skill point are too valuable at lower levels to put them into tackling. I train stength and tackling on intense training. If you are missing tackles, start training it.

Pay attention to who you are missing tackles against as well. If you bounce off of a FB with 70 strength that is to be expected. But if you can't bring down a wide reciever, then train it up two or three points right away.
Mine is 26 and change at Lvl32. It's a priority for training now, but I have only 3 missed tackles (and 59 tackles) this season. I figure if I have twice as many INTs as missed tackles I've got it close to perfect.
Try to keep it at around your level, until it hits 35ish or so. Maybe train ahead a little bit around lvl 20, and slow down around 30, if that's possible. Most people's training plans would be somewhat opposite :\
