How high should it be?

And how high should strength be?

He is an elusive who runs on combo.

I'm not an Return Specialist, but I think CB's and WR's are better for KR/PR. So, if an HB want to do fine just like them, just build like them, completely Elusive.
I think about 30 would do fine.
Again, I'm no Specialist.

My HB returns punts/kicks and I can tell you, it is more likely that you fumble on KR/PR than regular runs due to high-speed impacts. You would probably be well off adding more carrying. My HB currently has carrying soft-capped.

Considering carrying helps break tackles, I would soft cap it at minumum for a returner.

It does. It's just such a minute boost that you won't see much of a difference outside of the D-Leagues. Kinda like blocking for Defensive Linemen. It may do something, but not enough to warrant anything serious in it. Carrying just has the selling factor of not fumbling as much.

Get your strength high enough to break the tackle of a player with low tackling. Some teams like to put their speed guys on kick coverage teams, so if you have enough strength (not carrying) to break the tackle of a corner or wide reciever, then you may be able to break it for a touchdown.

I disagree. My HB got a nice boost in breaking tackles after capping it. You may not see much results below 40, but definitely working above that.

I dunno I have a HB that is pretty good at KR/PR, he even has a few awards for it. He is leading the league again in PR yardage and PR TD's

Carrying is pretty important IMO.

theres too many other factors at work. fact is, that it was said strength and SAs (and now speed) break tackles, and "Carrying to a lesser extent"

Theres too many other things to work on to worry about carrying for a power HB.
